No duty applies to you

If your venue holds fewer than 200 people, the Terrorism (Protection of Premises) Act 2025 does not apply to it. There is nothing to register, nothing to notify, and no deadline. We'll confirm that free, in writing, and that record is yours to keep.

The question the law doesn't ask you

If something happened in your building tomorrow, whether a fire, a threat, or a situation outside your front door, would the person on shift know what to do? Would they know which exit to use, which room to move people into, whether to get everyone out or keep everyone in?

That question doesn't change at 200 people. The law draws its line for good administrative reasons; buildings don't work that way. Plenty of smaller venues put the same procedures in place voluntarily, because the value was never the compliance. It was the staff knowing the drill.

What a voluntary pack gives you

  • Four procedures written for your building. Your exits by the names your staff use, your safer rooms, your assembly point. Not a template with someone else's fire doors in it.
  • Staff and volunteers who can explain them. Everyone reads the procedures on their own phone and confirms they understand. No app, no password, five minutes each.
  • A printed summary card for the wall. One page by the till: the four actions, your real assembly point, your real phrases.
  • A dated record that stays true. Versioned, prompted for review once a year, and ready if your capacity ever grows past 200.

The legal position, in small print

A voluntary pack does not place your venue under the Act and does not create a legal duty. Your pack says so on its face. Nothing here makes your venue "compliant". Compliance is a state of a building, not a property of a document. What you get is procedures that fit your premises and a record that your people have read them.

If your venue grows

If your venue grows, through a bigger licence, an extension or a busier format, your scope check re-runs in two minutes. If you cross 200, your existing answers become your Standard Tier pack. You'd be ready before the law noticed you.
